(1) Under the Scheme framed under the Injuries in War (Compensation) Art, 1914 (Session 2),

1. The Scheme is printed as an Appendix to these instructions.cgeneral terms, it relates to injuries such as would be dealt with at homerunder the Workinen's Compensation Act and to sickness specifically attributabila in the nature or conditions of the employment. The classes of persons to whom it applies are shown in paragraph (1) and the schedule of the Scheme. The Scheme is retrospective in its effect as from the commencement of the war.

The following instructions indicate, for the guidance of officers and con- tractors' local representatives, the general procedure to be followed in administering the Scheme. Responsibility for initiating action rests with the contractor's representative.

Any question of doubt which cannot be resolved locally should be referred to the War Office, whose decision on any question arising on the Scheme is final (Paragraph (18) of the Scheme.)

Principal contractors are responsible for bringing the Scheme and these instructions to the notice of their approved sub-contractors. Further copies can be obtained from the War Office, (F. 3).

The contractor's representative must requisition from an Army Printing and Stationery Depôt in the Field a sufficient supply of the Forms I. in W., Nos. 1, 2 and 3 referred to below.

2. The contractor's representative should call the attention of all em- ployees concerned to the necessity of immediately reporting to their foreman the occurrence of any injury they may sustain or sickness they may contract in the execution of their duty. Otherwise, compensation may be refused. (See paragraph (8) of the Scheme.) The foreman will at once report to the officer or contractor's representative under whom the man is working.

3. When an employee is incapacitated from duty by injury or sickness, the contractor's representative will prepare a statement of the case on the first page of Form I in W. No. 1, and will pass it through the Military Officer in charge to the Medical Officer, who will complete the certificate on the second page and return it. The Military Officer in Charge, if he is satisfied that the claim is in order, will anthorise on page 3 payment of

injury pay" or "sick pay."

(It should be noted that injury pay" includes "sickness specially attributable to the nature or conditions of the employment"; "sick pay" is for other sickness; see paras. 11-13 below.)

4. The contractor's representative will make two copies of the Form, one of which he will retain for further action, and the other will be available for transmission to the War Office (see paragraph 7 below). The original form will be attached as a voucher to the claim submitted to the Command Paymaster.

5. The allowance will be issued by the person who pays the man his wages unless otherwise arranged with the Command Paymaster. The charge in
